Selling Gold Without a Hallmark Certificate Is Now Illegal in 380 Districts Across India!

India’s gold hallmarking rules just got stricter—new districts. Stronger enforcement. Consumers are verifying your jewellery on their phones before they even buy. If you haven’t checked your compliance status yet, this is your wake-up call.

The Bureau of Indian Standards (BIS) has been expanding the mandatory hallmarking phase by phase. The latest phase is the clearest signal yet that full national coverage is the goal - and it is coming faster than most jewellers expect.

The Hallmark registration is no longer a big city requirement. It is now active across 380 districts. Jewellers who wait are the ones who get caught.

Newly Added Districts, You Must Know

The latest phase brought these districts under mandatory hallmark registration:

  1. Rupnagar, Punjab

  2. Banda, UP

  3. Beed, Maharashtra

  4. Gomati, Tripura

  5. Katihar, Bihar

  6. Beawar, Rajasthan

  7. Neemuch, MP

Jewellers in these districts must now sell only BIS hallmarked gold jewellery with valid HUID numbers. More phases are already planned. No district will be left out eventually.

What is Trending in BIS Hallmarking Right Now

Expansion is accelerating

With 380 districts across 6 phases, no jeweller can assume their area is outside the net. Check your district status on the BIS portal right away.

Silver is now part of the mandate, too

The BIS hallmark certificate requirement has expanded beyond gold. Silver jewellery must now carry a HUID number. If you sell silver, you need full compliance, not just gold sellers.

Enforcement is no longer symbolic

BIS conducted 30+ enforcement actions this financial year alone. Violations attract heavy penalties. Compliance is now treated as a serious legal obligation.

Customers are verifying your jewellery in-store

The BIS CARE App lets any buyer scan a HUID and instantly confirm purity. Your BIS certificate for gold is now visible to every customer. It directly shapes buying decisions.

How to Get Your BIS Hallmark License

1. Register on the BIS portal: apply at bis.gov.in or through the National Single Window System.

2. Submit your documents - GST certificate, business premises proof, identity documents, and any existing gold dealer license.

3. BIS inspection of your premises - Ensure your records and operations are fully in order.

4. Receive your BIS hallmark certificate - Valid for 5 years and renewable online. Multiple outlets can be covered under one corporate license.

5. Hallmark only through authorised AHCs - Every piece must be tested and stamped at a BIS-recognised Assaying and Hallmarking Centre before sale.

Mistakes That Still Cost Jewellers Heavily

1. Selling in a newly notified district without updated registration. The latest phase is already active. “I was not aware” is not a valid defence with BIS.

2. Not updating BIS records after relocation or ownership change. Your BIS hallmark license must always reflect your current business details.

3. Displaying hallmark signage without an active license. A frequent trigger for enforcement inspections across India.

4. Using unauthorised Assaying Centres. Only BIS-recognised AHCs can issue valid hallmarking. Any shortcut here breaks your entire compliance chain.

Your BIS Certificate for Gold is Your Biggest Business Asset

Over 60 crore gold items have been hallmarked with unique HUID numbers. Indian consumers are now educated. They compare. They verify. They trust hallmarked jewellery over unverified pieces.

A valid hallmark registration in India is not just legal protection. It is a competitive edge that builds repeat customers and long-term trust.

The jewellers who took compliance seriously are the ones who consumers return to - because trust, once built, compounds.

One thing to remember: India’s hallmarking expansion is not slowing down. With more phases planned and consumers verifying purity on their phones, no jeweller in India can afford to delay their BIS hallmark certificate.
